U.S. Secretary of Health and Human Services Robert \u2060F. Kennedy Jr. last week proposed rules that would bar hospitals that provide gender-affirming care to \u200cchildren from Medicaid \u2060and Medicare and prohibit the Children&#8217;s Health Insurance Program from paying for it.       Kennedy, a Republican, issued a declaration on December 18 stating his \u200dagency\u2019s review of evidence found that medical and surgical treatments for children and adolescents diagnosed with gender dysphoria had an &#8220;unfavorable risk-benefit profile.\u201d       The lawsuit filed Tuesday in Oregon federal court disputes the \u2060department of Health and Human Services\u2019 findings and says the proposed rules are unlawful attempts to dictate medical standards, intimid<br \/>ate health providers and strip states of their authority to regulate medicine.       The 19 states and the District of Columbia \u200cin the lawsuit said the rules would threaten access to healthcare for transgender youth, threaten hospitals for providing medically necessary care and force doctors to choose between abandoning their patients or \u2060risking their livelihoods.       \u201cSecretary Kennedy cannot unilaterally change medical standards by posting a document online, and no one should lose access to medically necessary health care because their federal government tried to interfere in decisions that belong in doctors\u2019 offices,\u201d New York Attorney General \u2060Letitia James said in a statement Tuesday.       The Trump administration has sought this year to ban transgender people from the military, bar them from using their gender identities on passports and prohibit federal \u200dworkers from using bathrooms reflecting their gender identity.
